Community Constitution

The fundamental law of ROOTCHAT. It defines the values, structure, and governing principles of the community.

THE CHARTER

The Constitution is the foundation for every rule, decision, and practice in ROOTCHAT.

ART 01

Name and Identity

The community is officially named ROOTCHAT and is the primary Telegram community of ROOTWIN PROJECT. ROOTCHAT is not merely a chat — it is the social infrastructure of the project, a space for discussion, testing, and development of the community.

ART 02

Mission

ROOTCHAT exists to bring together people interested in the development and philosophy of ROOTWIN PROJECT. The community provides a space for:

  • open discussion of project news and tools
  • live testing of bots and features
  • constructive feedback to the development team
  • building a culture of mutual respect and collaboration
ART 03

Values

The community rests on three core values:

  1. Respect — every participant, regardless of status, role, or tenure, deserves respectful treatment.
  2. Openness — discussion is encouraged. Criticism must be constructive and aimed at improvement.
  3. Responsibility — each member bears responsibility for their words and actions in the community.
ART 04

Community Structure

ROOTCHAT has a hierarchical structure consisting of the following levels:

  • Founder — supreme authority, sets the direction for community development.
  • Curators — senior administrators overseeing the general state and resolving disputed situations.
  • Administrators — responsible for day-to-day moderation and application of rules.
  • Moderators — assist administrators in maintaining order.
  • Members — all community participants.

The "Old" status is awarded to long-standing active members as recognition of their contribution. It provides advantages in staff selection.

ART 05

Administration Principles

All staff members are bound by the following principles:

  1. Decisions must be impartial and based on the rules and constitution, not personal preferences.
  2. The administration does not abuse its authority. Any action must be justified.
  3. Administrators are obligated to greet members with "добри" / "dobri" upon first contact or when a new member joins.
  4. Disputes within the administration are resolved through dialogue. Public conflicts are unacceptable.
  5. A request for leniency from a friend does not override the rules. The administration acts fairly toward all.
ART 06

Decision-Making

Ordinary moderation decisions (mutes, warnings, message deletion) are made by the administrator on duty based on the current rules. Complex or disputed cases are escalated to curators. In exceptional situations, a court may be convened — a collective discussion with senior administration for an objective decision.

ART 07

The INTERPOL System

ROOTCHAT participates in an inter-community moderation system. Any chat within the ROOTWIN PROJECT network may file a request to punish a member who violated rules in another community. The request must be substantiated. Curators review the case and make a decision. The system is designed to protect the entire network from systematic violators.

ART 08

Rights of Members

Every ROOTCHAT member has the right to:

  • freely express opinions within the bounds of the rules
  • appeal an administrative decision to a curator
  • know the reason for any applied punishment
  • apply for staff positions if they meet the criteria
ART 09

Amendments to the Constitution

Amendments to the Constitution are made by the Founder or by collective decision of the curators. Changes must be announced in official channels. The rules are updated as needed based on the constitution's principles.

ART 10

Final Provisions

Participation in ROOTCHAT implies familiarization with and acceptance of this Constitution and the current rules. Ignorance of the rules does not exempt from responsibility. The Constitution enters into force upon publication and remains in effect until superseded by a new version.
